PREPARING FOR WILDFIRES
  • FIRE DEPARTMENT PROGRAMS: DOD FIREFIGHTER PROPERTY PROGRAM

The U.S. Department of Defense Firefighter Property Program provides excess DoD military property (PDF, 52KB) to emergency service providers. Ownership of the equipment is passed from the federal government to the recipient. Statewide enrollment is now open.

     + Eligibility & Application

Fire departments and other emergency response providers in the state of Texas may apply for assistance under the FFP Program. To apply, complete and submit the following form by mail or fax.

IMPORTANT: A W-9 form is required for applicants applying for a slip-on unit.

     + Vehicle Types/Slip-on Unit Grants

    • Panel (box) vans
    • 2.5 ton 6x6 trucks
    • 5 ton 6x6 trucks
    • Haul trucks (5th wheel)

    Rare items are occasionally available:

    • Tank trucks
    • 1 ton and 1.25 ton 4x4s
    • Municipal fire trucks

Due to the high demand for vehicles and the limited resources of TFS to acquire them there is not a standing inventory.

Departments that receive a 2.5-ton cargo, 5-ton cargo or a tractor style DoD FFP truck on or after Sept. 1, 2015 may be eligible for a slip-on unit grant to assist in converting the truck into a fire apparatus. The FFP Slip-On Unit program element reimbursement rate is set at 100 percent of the actual cost not to exceed $20,000 in grant assistance (with or without CAFS). Receiving fire departments are responsible for other conversion costs required to bring the unit into service, which will serve as the department's in-kind contribution.

     + Obligations
Departments and other emergency response providers that receive FFP vehicles must meet certain obligations within the first 180 days of acquisition. The obligations are described in the mandatory cooperative agreement (PDF, 79KB) between the recipient and Texas A&M Forest Service.

Once the obligations have been met and verified, recipients will receive the necessary documents to apply for a Texas Certificate of Title.
